Import duty on used cars in Uganda - how the maths works

Updated 2026-09-30

Uganda taxes the invoice value, not a price list

Unlike Kenya, Uganda does not use a published retail selling price. The basis is CIF - what the vehicle cost plus insurance and freight to Mombasa or Dar es Salaam and overland, or direct to Kampala. URA however assesses duty on the HIGHER of your declared CIF and its own internal valuation of that make, model and year, so an under-declared invoice does not lower the bill.

The stack, in order

Import Duty of 25% (the EAC Common External Tariff rate for motor cars) sits on the CIF. Excise Duty of 10% (on CIF + import duty) applies above 2000cc. The Environmental Levy adds 20% of the customs value on vehicles 8 years or older - the single biggest age penalty in the region, which is why an 8-year-old and a 7-year-old unit of the same car can differ by millions of shillings at the border.

VAT of 18% then applies on CIF + import duty + excise, and a withholding tax (about 6% of CIF) is typically deducted at import. Our calculator flags every component not yet confirmed against the current Finance Act.

  • Environmental Levy: 20% of customs value at 8+ years - check the manufacture year, not the plate.
  • Excise: 10% above 2000cc - the 2000cc boundary decides several cars' fate.
  • Hybrids and electric vehicles carry preferential excise treatment; locally assembled EVs are exempt.

What this site does and doesn't promise

The calculator implements exactly this structure and labels every verify-flagged component. Treat the result as a budgeting estimate, not customs advice - your clearing agent's assessment at the border is the binding one.

This guide is general information, not customs, legal or financial advice. Verify current rates with KRA or a licensed clearing agent before transacting.
